1 | How Canopy Government Affairs (REBIC) and RPAC Make an Impact:  Governor Stein signs Mecklenburg County transit bill - The PAVE Act, Projects for Advancing Vehicle-Infrastructure Enhancements

On Tues., July 1, Governor Josh Stein signed HB 948, the PAVE Act, following its passage the previous week by the North Carolina House and Senate. This comes after more than five years of negotiations between a broad coalition of supporters within the region and representatives at the General Assembly.  Here’s what the bill does:
  • Allows the Mecklenburg County Commission to place a referendum on the ballot asking the voters to approve a 1-cent sales tax increase, which would bring the county sales tax to 8.25%
  • This would raise about $20 billion over 30 years for transportation infrastructure projects
  • Those funds would be overseen by a 27-member authority
  • 40% of funds would go to roads, 60% to transit (rail and buses)
  • The Red Line must be 50% complete before additional dollars can be spent on rail
Passage of the measure by the General Assembly is the first of a three-part process.  Next, the Mecklenburg County Commission must decide whether or not to place the measure on the ballot for the November election.  Commission Chair, Mark Jerrell, has indicated he will bring the issue up for a vote on Weds., Sept. 3.  If adopted, voters will then have an opportunity to decide the question on Tues., Nov. 4 during the General Election.  These types of initiatives would not be possible without our political efforts made through RPAC.

RPAC supports candidates—regardless of political party—who understand the importance of real estate issues, homeownership, and private property rights.

Attend a government affairs committee meeting, participate in local candidate interviews, or volunteer for community advocacy initiatives. 3 | Renew NC is Helping North Carolina Homeowners 

Renew NC is North Carolina’s long-term disaster recovery effort, committed to rebuilding impacted communities stronger so they are more resilient to future storms. The Renew NC Single-Family Housing Program is a centralized housing rehabilitation, reconstruction, or replacement program that prioritizes low-to-moderate income families with seniors aged 62 and older, children, and/or disabled household members impacted by Hurricane Helene.
 
You or someone you know may qualify for the Renew NC Single-Family Housing Program if:
  • You owned the damaged property at the time of Hurricane Helene (Fri., Sept. 27, 2024);
  • You currently own the damaged property;
  • The property was your primary residence at the time of Hurricane Helene (you lived at the property for the majority of the calendar year);
  • The damaged property is in Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg (28214), Mitchell, Polk, Rutherford, Surry, Swain, Transylvania, Watauga, Wilkes, Yadkin, or Yancey county.
The application deadline is Wed., Dec. 31, 2025. Since funds are distributed on a first-come, first-served basis, it is highly recommended to submit applications and determine eligibility as soon as possible.
